What is an STR?
"STR" stands for Short Term Rental. In Tobyhanna Township, a short-term rental is defined as any dwelling unit used or rented for the purpose of overnight lodging for a period of less than thirty (30) days and which meets the definition of "hotel" for the purpose of imposing an excise tax by the County of Monroe Ordinance no 2004-03, as amended.
How are STRs regulated in Tobyhanna Township?

Where are STRs allowed in Tobyhanna Township?
As of September 26th, 2022, per Ordinance No. 570, short-term rental is a permitted use within any residential district. If the home is within an HOA, please check with your HOA as they may have stricter regulations regarding rentals.
Who needs to apply for a STR Permit?
Any owner renting their property for a period of 30 consecutive days or less is required to apply for a Short-Term Rental Permit. It is the owner(s)' responsibility to know and comply with all ordinances, resolutions, and regulations that apply to STRs within Tobyhanna Township.
How long will my STR permit be valid?
Your STR permit is valid for 1 year from the date of approval. Your permit may be revoked for failure to comply with ordinance provisions.
If I already have a permit from my HOA, do I still need one from Tobyhanna Township?
Yes. Although you must follow your HOA's guidelines regarding STRs; you must still adhere to the Tobyhanna Township ordinance.
What documents do I need to apply for a permit?
All information regarding what is required to apply for your permit can be found in the STR Ordinance (page 5, section 7). Please read all requirements before applying for a permit. If you do not send all the required information, we will not be able to review your application.
How many people can my home hold?
The max occupancy per rental is based upon the number of permitted bedrooms. Ordinance No. 569 dictates 2 people per bedroom with a max allowance of 10 for appropriately sized homes.
Ex: if you have a 2-bedroom home, you would be able to accommodate 4 renters. If you would have a 6-bedroom home, you are limited to 10 renters.
Is there a limit on how long a renter can stay?
We require that each rental booking must be at least 2 nights and 3 days.
How do I apply for a permit?
Applications are available via the online portal as well as in paper form at the Tobyhanna Township office.
I don't have all my paperwork. Can I send what I do have?
No, Incomplete applications will not be accepted or reviewed. To apply for an STR Permit please confirm you have all your paperwork before applying.
Is there an age restriction?
Yes. Renters must be at least 25 years old to be able to rent your home.
Who is considered a person of occupancy?
Any person, regardless of age, counts toward the occupancy number of a home. .
I need to close my account. What do I do?
Please email the town of Tobyhanna at . Please include the closure date and the reason you are closing the account.

Where are my tax forms? My Action Center is empty.
Your tax forms will be available on the 1st day of the month following the last day of the tax period. For example, the Quarter 1 (January-March) tax forms will be available in your Action Center on April 1. If you do not see the forms you expected, simply contact GovOS support for assistance.
Can I manage multiple properties with one login?
Yes ! to do so, click "Add account" from your user login under "Manage Your Account(s)". You will need your 6 digit Account Number and the GovOS Activation Code to connect to an existing property record.
Can a property have more than one user?
Yes! each property can have an unlimited number of users. Each user is required to provide the 6 digit Account Number and the GovOS Activation code to be authorized to connect to an existing property record.
I did not receive or I misplaced the letter with my activation code. What do I do?
Contact GovOS blt.str.support@govos.com or by phone at (888) 751-1911 for assistance. You will need to confirm account details to be verified for the account. To protect the security on property accounts, you will need written (e-mail) permission from a registered owner or officer of the property for us to provide you with a new activation code.
How do I change the User on a Property?
All users need to register, just as you did, by going to the home page for that jurisdiction (i.e. https://tobyhannatownshippa.munirevs.com). They will click on the "Go" button under "New Users". They will also need the 6 digit account number and Activation Code for the property.
I forgot my password. What do I do?
From the Log In page, click the “Forgot your password” link and follow the instructions that will be e-mailed to the User’s registered e-mail address.
Do I have to login to GovOS to see my alerts and reminders?
No. All alerts are e-mailed to your authenticated e-mail address. When you login to the system, you will also see any open alerts that need to be addressed in your Action Center.
